The acquisition of fifth-generation submarines represented a quantum leap important for Armada Argentina and was part of a project which gave a superlative importance to the Submarine Force within the framework of naval weapon. The original plan conceived to complement the recently acquired IKL Type 209 submarines with 6 (six) modern oceanic units of the TR 1700 Nordseewerke Thyssen, whose hull design specifications were made anticipating potential future changes in their propulsion, from diesel-electric nuclear.

Of the six submarines original project, two would be built in Germany and the remaining four in Argentina in Astillero Domecq Garcia. Political changes, the cyclical economic crises, and the apathy and lack of strategic vision by successive governments, made the original project remain unfinished.

were built only two (2) submarine from Germany , dubbed ARA Santa Cruz (S-41) ARA and San Juan (S-42) , was left unfinished in the projected Argentine shipyards ARA Santa Fe (S-43) and ARA Santiago del Estero (S-44) that were completed in 52 and 30% respectively. During 2010, government sources, there was the story that one of the unfinished TR 1700 could reach completion to fulfill an old dream of the Armada Argentina the have a nuclear powered submarine, meeting the other hand the original project estimate. The modular nuclear reactor CAREM (short for Modular Elements of Central Argentina), in advanced stages of development the INCAV / CNEA, would be installed in the incomplete ARA Santa Fe (S-43) , even though it is more wishful thinking which resulted from an announcement by the then defense minister, Nilda Garre, a reality that concrete.
